Every entry is judged by conduct, not ideology. Level 5 is reserved for war, regime change, constitutional rupture, major corruption, or lasting damage to American institutions and alliances.

This is not a catalogue of conservative policy. An event belongs here only when its conduct is independently indefensible: demonstrable deception, personal corruption, gratuitous cruelty, self-dealing, misuse of state power, national humiliation, or historically abnormal incompetence.

Small humiliations remain visible, but they do not compete visually with war or constitutional rupture. Motive is not invented. Disputed claims remain disputed. Domestic and international responses identify documented institutional, public or diplomatic reaction—not an assumed consensus. Where no major formal response appears in the cited reporting, the record says so.
